Have a drop-down on the story level that allows a user to select one of several billing codes
Within some projects, some tasks are operational expenses, while others are capital expenses, so there can be two or more billing codes associated with a project. It would be great to be able to select from a list of billing codes either on the task or story level.

This is possible using the Account Custom Field.
